In 2010, the Colorado legislature mandated that you have to provide your private medical information to Colorado’s All Payer Claims Database whether you like it or not. As a result, big parts of your medical history have become the property of the Center for Improving Value in Health Care (CIVHC), a private organization that runs the database.
In North Carolina, the legislature included “The opportunity for all individuals on a continuous basis the right to opt out” of the state’s voluntary statewide health information exchange.
