LAKEWOOD–Voters in Lakewood on Tuesday resoundingly rejected a package of city council approved zoning ordinances that essentially eliminated the notion of single-family neighborhoods across the city.
Lakewood is a home-rule municipality of around 157,000 residents in Jefferson County, bordering Denver to the west.
As previously reported by Complete Colorado, Lakewood City Council in 2025 passed a series of zoning changes that, among other things, replaced single-family housing with “residential dwelling units,” allowing multi-family housing such as duplexes, triplexes, and townhomes to be built city-wide on lots currently zoned for single family.
City council claimed the changes were made to comply with Governor Polis’ state-wide housing density mandates signed into law in 2024.
In response, a local grassroots advocacy group, Lakewood Citizen’s Alliance, filed four separate citizen-initiated ballot measures to repeal the ordinances.
In an April 7special election, Lakewood residents turned out big-time against the new zoning, with all four repeal questions passing by wide margins..
“I think the voters of Lakewood have sent a very clear message to the city council,” Karen Gordey, campaign manager for the Lakewood Citizen’s Alliance, told Complete Colorado. “The people said we want a voice in the decisions that impact our neighborhoods and I’m extremely hopeful that we keep our lead.”
The election sends the city council back to the drawing board, with the city charter prohibiting them from introducing more zoning changes for the next six months. Gordey says the Alliance hopes to work together with the city to provide a sustainable solution,
“Our hope is that during these six months the city council will have meaningful discussion with the leaders of the community, and we can work together on a commonsense growth plan for the city.”
The city reports 35,574 votes cast, with results as of 1:00 am on April 9 as follows (a yes vote repeals the zoning):
Question 1: 22,196 yes, 13,285 no
Question 2: 22,085 yes, 13,414 no
Question 3: 22,180 yes, 13,300 no
Question 4: 22,132 yes, 13,336 no
