By limiting year-to-year growth in state spending to reasonable levels, Colorado’s Taxpayer’s Bill of Rights (TABOR) limits the extent to which the legislature can bow to the Medicaid industry’s efforts to continuously expand the program.
The ballot measure goes on to exempt all non-property tax revenues collected after 2027 from TABOR, allowing the County to keep it in perpetuity.

Rumors have been rampant around a special Colorado legislative session and a deal to allow state government to keep excess revenue under the Taxpayer’s Bill of Rights, or TABOR, but the clock is quickly running out.
Every year, lawmakers shift hundreds of millions of dollars that are supposed to go to school districts to other programs. Now, having created artificial spending “gaps,” they want to fill them by gutting TABOR instead of making the hard choices they were elected to make.
Several downtown businesses have long-term contracts for parking keycards that prohibit the city from raising their rates.
There were at least four reasons the framers wanted the Constitution to be amendable.
