This year, the single-subject rule kept off the ballot a reasonable attempt to change the way Colorado draws congressional and legislative district maps after each decennial census.
“Raise the Bar” is running an initiative that would require future initiated amendments to pass with a supermajority of 55 percent instead of the current 50 percent plus one. However, initiatives that would repeal any current provision of the state constitution can pass with only a simple majority, as now.
Colorado needs to be free of a meritless lawsuit that has already lasted far too long.
A retired political science professor testified, “The only thing greater than the people’s distrust of government is the government’s distrust of the people.”
Gebhardt felt so strongly that she filed an objection with the Title Setting Board claiming that Proposal 22 — and many of the others — violated the “single subject” rule now required of ballot proposals.
